This is not for a connection but wondering how long will it take to clear customs.

I have a friend arriving from Mexico around 630pm on a Tuesday. He is not a US citizen and does not have GE.

What could be the expected wait time to get through customs? I was thinking about 45 min. but from what I read IAH is a nightmare when it comes to customs.
