I have never seen prices go down on Vueling, so buy as soon as you are sure about the date.

In my experience Vueling is not very strict on hand luggage, as long as you board early (and especially if your small bag fits under a seat). If you board late there is a good chance they will take your main bag and put it in the hold simply because they are running out of space (which of course happens because they are not strict ).
