It's about fire reg's, so the amount of custom lanes is not a issue, but to many gates/pax for the airport to handle. The question is, why YYZ airport auth would build a airport without knowing this. Plus, this would most likely not allow airlines to use infield terminal and clear in T1.
If all the possible spots were open, then the passengers would move faster, and the fire Regis wouldn't be as much of an issue
