On Android, I select my reservation from My Trips, which brings up the Trip Overview screen. No offer. Then, on this Trip Overview screen, I click the "refresh" button in the top right corner (icon is two arrows forming a circle). If the DL gods choose to offer me an upgrade offer, the offer now appears.

My latest "good deal": Only $1,906 to upgrade MSP-MIA for a RT flight six weeks from now. No thanks.
