There might be a correlation between who books it and the offers. When I travel for work and my travel is booked on my gov't travel card, no offers. And for my trip at Christmas which my wife booked on her CC, no offer on the app. But when I book the trip I my credit card, I'm pretty sure I've always seen and offer if I'm in economy. (Side note: I still do see an offer to UG to FC when viewing my Christmas trip on the full DL website).
