I think having a uniform age of 21 is a very good idea. Before, with each state setting their own laws, underage drinkers in one state often traveled to a bordering state with a lower age. They got drunk and then OFTEN drove back to where they came from that same night, putting not only themselves at risk, but everyone else on the highways. At least by having a uniform age, it removes the incentive to travel to get drunk.

What I think should be done to further curb underage drinking is to have very stiff penalties for so doing, that are rigorously enforced. Such as a fine of $1000 on a first offense for underage driving with ANY measurable amount of alcohol in the system and $5,000 fine or jail time for a second offense, and a fine of, say, $250 per person per occurance for underage drinking when driving is not involved. Also revocation of driving priviledges for a year for each offense.
