He cannot cancel your GE because you rightly pressed the issue where he was wrong - and if he entered anything in the system that triggered problems in the future that you could trace back to this conversation, he could be subject to disciplinary action.
He was probably a lost cause, but trying to find a supervisor might have taken care of the problem using another agent.
Anyway, hopefully the IAD office won't be so dimwitted.
