Time was 9am in Rotterdam when I called. Someone earlier mentioned PNC was the bank behind Fidelity, could it be I was speaking to PNC people supporting Fidelity?
Yes, you are talking to CSRs from another company - specific to the debit card. The number on the card goes directly to them.

You do have to call in notify them of travel plans in advance. I did, and had no problems - and I started in NL, using it just after arrival in a metro machine.

Yes, they ask a lot of security questions including account number. Verifying identity for overseas usage is quite critical.
