Pardon my ignorance but can they not just use the runway in the other direction, so they don't pass the 'mountain' on final approach?
I understand that the prevailing winds make the mountain end preferable, but is landing with the wind worse than the shear?
According to the Times smaller aircraft could land in the opposite direction - that's one option being looked it to get things up and running - but it seems the 737 would be too affected by tailwinds.
