EC Silver: Charge for selecting exit seats in Y

This may have been covered already but I couldn't find reference to it.

Previously, as EC Silver, I have been able to select exit row seats when travelling in Y (both domestic and Europe).

Now it seems I can only select exit rows by paying a supplement (most recently £11 in Domestic and £18 in Euro Traveller). I am not travelling on HBO fares.

Is yet another enhancement?
