Am I right in thinking that a DONE4 is priced per carrier, per country, and if I subscribe to Expert Flyer, I'd be able to view these without playing around with the tool?
The fares vary by origin city. Usually each city in the country has the same fare though.
Each oneworld carrier is supposed to publish the same fares at the same price. Usually that is the case.
You are correct that EF shows these base fares, but taxes, fees and surcharges are not included. If you wish I can post an example.
