Idiot question from me.

I keep using the online tool to price 'sample' DONE4s, which is extremely annoying have to select phantom flights just to obtain a price.

Am I right in thinking that a DONE4 is priced per carrier, per country, and if I subscribe to Expert Flyer, I'd be able to view these without playing around with the tool?
