If you've got more time than money, you might want to try to look into charter flights to Sharm el-Sheikh in the Sinai peninsula or (these days a little unlikely...) Israel. Both are just a rather long but cheap bus ride away from Cairo.
By Middle Eastern/African flight standards 400€ isn't all that expensive though...
