I've seen this both ways.
If it is part of the general landing announcement, it is usually ineffective: "Thanks for flying United. There are some passengers with tight connections, please let them off first. Be careful opening the overhead bins as contents may have shifted. We wish you a pleasant stay." No one pays attention and everyone gets up as normal.
I have also seen flight attendants say, "We are a few minutes late and there are some people with tight connections. There are 6 going to Honolulu and 4 going to Beijing. Please let these passengers off first. Again there are 10 people with tight connections. Everyone else should make theirs. Please let these people off first. If you are not going to Honolulu or Beijing, please stay seated." In this case, people actually did stay seated, 10 people hustled off the plane and got well wishes as they left.
