Agreed on the carry on policy - but it's not very clear as to whom you check with and to whos rules apply.

For instance, Delta's "seemless" partnership with Virgin Australia - who is a codeshare partner, but not a SkyTeam member:

Complimentary checked baggage allowances for Diamond and Platinum Medallion members will be equivalent to a Velocity Platinum member. Allowances for Gold and Silver Medallion members will be equivalent to Gold and Silver Velocity members. Fees may apply for overweight and oversized baggage. Then you click on their link to VA to get this:
If you have booked your flight through our partner carrier Delta Air Lines, with a flight number beginning with DL, then Delta's baggage allowance may apply, Please check the Delta Air Lines baggage rules.

The ambiguity runs rampant leaving customers either confident in their findings, or lost with no clear understanding of what the rules will be when you get to the counter or gate.
And it's not just the customers, I deal with counter agents with the same issues who don't know the rules - like checking in at the Delta counter in Sydney and having them tell me that the carry on weight limit is 7kg - for a Delta flight on Delta metal to LAX.
