Unfortunately, at the bottom of Delta's carry on page, they have a vague disclaimer:

Our SkyTeamŽ and codeshare partners may have different guidelines and restrictions on certain flights, so be sure to check before you check in
Which is what you did...check with Delta.
While not 100% clear, they're telling you that you need to check with the partner on their policy.
Also on the DL baggage policy is page is a link entitle Partners. When you click it, it brings up a list with links to all partner baggage policies. Here is the
link it brings up. Click on codeshare partners and there's a direct link to Gol's policies on both checked and carryon bags.
Also I believe the receipt used to also have wording that partners may have a different carryon policy.
Regardless, carryon is always the purview of,the operating carrier. This includes for connections. If you start with DL and connect with GOL, GOL can still impose their own carryon policy for their flights.
