December is a great time to visit - crowds are down and Tokyo is an amazing city. There are Christmas lights everywhere - especially the touristy shopping areas like Ginza and Roppongi. Crowds aren't that bad at all (relatively speaking - if you go to Ginza on Saturday expects crowds no matter what time of the year). Just be aware that many places close down - especially just after new years - but it's still a fun time to explore!
