I've done enough expense reports to know that the amount I pay on credit card charges is at least 2.5% higher than if I made a foreign currency transfer between my TD accounts and withdraw in US dollars.

I've never seen any proof or documentation to that end. All I've seen is it's historically been cheaper for me to transfer money to the USD account, withdraw it and spend cash versus pay for an item with my Amex or Visa cards.
