Exactly. A recall does not mean the user must immediately stop using something.
In fact lots of people don't. They feel if something hasn't happened, it's not going to happen. During college I briefly worked as a manager at Walmart. I can't tell you how many people just shrugged and said let me buy it when our systems blocked a recalled item from sale. This would be for car seats, strollers, etc. It didn't matter.
