This, unlike other customer service nits, is worth a DOT complaint by every passenger every time it occurs and even when it is fixed at the counter or through a refund.

Specifically, note in the webform that AA's marketing materials are "false and deceptive" in that they expressly provide for a three bag allowance, yet attempts were made to charge you $150/200 and only "waived" when you complained.
