No, there are two types of bookings that involve avios and cash.
The first - which is what OP is talking about - is where you book a normal reward flight but reduce the avios amount by paying extra cash - i.e. you're effectively buying avios for cash. These bookings do NOT earn avios/TPs as they are reward bookings.
The second type is where you buy a normal cash flight but use avios to discount the cash portion - i.e. you're effectively selling avios for cash. These bookings DO earn avios/TPs as they are not reward bookings.

Ldnn1! I'm still a newbie to BAEC even if I've achieved Silver recently! So far, all I've done is book, fly and earn and haven't redeemed a single Avios yet and thought of spending them with my trip next year to save money lol. I might, however decide to book the trip with the latter option to earn more miles and TP to spend for a much desired trip to Australia with QF as its one of the airlines that I've always been interested to fly with
