No it is not you can even penetrate it if you have a big knife when using both hands so definitely not bullet proof!
But if you have it fully packed and the bag is between you and a bullet then the bullet might get trapped inside the bag and protect you from getting hit. But that is also the case when using regular polycarbonate luggage
