An award ticket is also refundable, minus a fee, where many paid tickets are non-refundable. However, changing dates on an award ticket depends on award availability, whereas paid tickets can often be changed with a small penalty fee.
Also note that the 29750 miles only applies during the award sale that ends on 22 September. So unfortunately you will have to move really fast and hope the bought miles arrive immediately.
P.S. In economy class these tend to be rare occurrences, so I don't recommend that people speculatively buy miles under the assumption these savings always apply.
I understand that there may not always be availability, assuming there is when you want to book... even if you have zero points, why bother to pay the normal way when you can just buy the points? A decent saving even without the sale I would guess.
