Not F, but this is a big issue I run into 50+ times a year flying on the Q400s. I like to pick seat 1B for the nearly unlimited leg room but the bin directly above my head has a sign on it saying I can't put anything in there. It's reserved for the crew. Nevermind the GIANT locker the size of a lav right next to it. Both storage areas typically go out nearly empty. It's such a hassle when you're sitting in the front (with no floor storage) to have your bag a couple rows back, especially when you deplane.
