If the conference is "masterbilled" i.e all charges go to one house account and is then settled by a 3rd party, then you will not get points; you will get benefits but no points, the booker will receive points based on a percentage of the total spend, as a booker's incentive. If you pay your own you will receive points, assuming that a low ball rate was not negotiated on your behalf that does not include points. If it is direct billed, ie individual accounts settled by a 3rd party you will receive points, again depending on rate agreement.
