It's not a violation of any rule that I'm aware of.
Except I often have seen a sign on the bin saying that it's for passengers in row 1. That's a rule, isn't it? I'll check on my flights this weekend to see if the message is still there.
And for my vent of the day: Last week I watched an FA help a coach passenger put bags in one of the F bins before all of the F passengers had boarded. When the last F passenger boarded and there was no space they had to take time to figure that out. That F passenger had to end up swimming upstream to get her bag when we landed.
