Using $250 air travel credit on Citi Prestige without getting penalized?

My AF on the Citi Prestige card is coming up in October and I plan to cancel/downgrade to the Premier or Preferred. That being said, I was wondering if anyone plans to do the following:

1) Pay the AF
2) Use up the $250 air travel credit in 2017
3) Cancel/downgrade card and receive partial refund

If so, does Citi charge you for using the $250 credit without keeping the card for the whole year?
