Is AA the last oneworld airline with a zone-based award type? [No]

Disclaimer: technically JAL is zone-based as well, but it is awfully hard to get their miles.

So I know AA devalued their miles, but they are still the only one who is zone-based in the Oneworld. QF, CX, BA are definitely not. So there are still some pretty good deals to be had with them.

But interestingly Star Alliance is all zone-based. Why?
