At LHR T5, it's a matter of what BA wants to pay. It's a flat rate per staff or staff hour used.

At the rest of LHR, it's a per passenger fee -- can't recall if it's HAL that pays the government directly or if the airlines pay HAL or the government directly per passenger user of FT.
