The return flight is operated by ANA exclusively, although still on the United ticket.
I called United and they said they documented and changed the last name. I called again 3 weeks later and another rep said nothing was done and that no changes can be done since part of the ticket is going through ANA. A supervisor then said she would make a note on the system, but the name would still be in my wife's old name. ...
Name changes even for marriage reasons is very difficult to impossible and with a partner ticket there is a risk of losing the ticket. My suggestion is not to do this.

Generally what you propose is a good plan -- the lack of the original old passport has added a challenge but this is not a new problem for the immigration folks or the airlines and this thread has a number of similiar cases.
