The most important thing that happens when a passenger arrives is to determine their eligibility to be there. They won't "delay" this check so that you can first enjoy the lounge, or skip onto another flight/domestic flight.
There isn't a good reason why this should be impossible, transiting PAX should be allowed into the "international" air-side of the terminal where they can access the lounge, and then pass through immigration to the "domestic" side to catch their flight. (or not, if their connecting flight is international)
Depends on their country of departure, they might need to go through security to go air-side, but thats about it.
Right now it sounds like even on a I-I connection, pax must enter and leave Romania.
