Nope. DoT stats are based on door open at the gate within 14 minutes of scheduled arrival time. They can play games with it by padding the schedule but that's about it.

As for not adding up to 100%, that's because DL leaves a gap in the times they account for:
'On time' is defined as flights arriving within 15 minutes of scheduled arrival time.
'+30 mins' is defined as flights arriving more than 30 minutes past their scheduled arrival time.
'+60 mins' is defined as flights arriving more than 60 minutes past their scheduled arrival time.
Anything 15-29 minutes late is not covered in those buckets.
