This has happened to me a number of times. After being denied initially and escalating, the agent's supervisor gave me the solution - ask the agent to look in in "WEBREF" under Checked Baggage Charge. It clearly shows that in 2 cabin markets, EXP can have 3 bags regardless of class -- they then put a "known issues" override in SABRE.
