Modo, others might have more experience in other places. But when I collected the car in the US they needed to see both my license and my secondary driver's as well. The problem is that the rental would be in her name so they'll probably expect her to be able to drive it. I stand to be corrected though.
Does she not have any license at all, or just not a UK one? I'd be interested to hear from others about how fussy Avis are about the country that issues the license.
I've only been driving a few years and before I passed my test 3 years ago I regularly hired cars through Avis that I wasn't driving. No questions even asked. I used my credit cards, the person driving produced their driving licence. Did this in BCN SFO, NYC, MUC, VIE and FRA. Did it also at Klagenfurt airport which I didn't fly into on BA.
