I am the opposite, and I particularly dislike spending more time than necessary at PVG. I would aim to be there at t-80, and count on the taxi ride taking 50 minutes (this is a conservative estimate).
There may be traffic jam, and hailing a taxi for a visitor may not always be easy - can use Uber though. I have 滴滴出行 but still find that taxi is not always available when I need them in Beijing and Shanghai.
But again I am always conservative
