I don't see why it would post much different to a Chase Visa.

So the only chance is if Chase made an explicit exception for anything coming from USCUSTOMS TRUSTEDTRAVE to be coded as travel (despite the merchant category being MISC GOVERNMENT SERVICES).

I paid for my ESTA using the CSP last month, and it didn't post as travel:
