Actually, that's not true. If you have any *G card from any foreign airline (i.e. not United) you get access and you get drinks. I think even UA*G can get access to lounges operated by foreign carriers (like LH at IAD) on purely domestic flights.
SkyTeam does have that rule but not oneworld or Star Alliance.
