Do they apply for a non American airline -- say Korean airlines starting in Bangkok and ending in Los Angeles after connecting in Seoul?
one way or roundtrip doesn't matter

14 CFR 259.6 requires that each U.S. and foreign air carrier that has a
website marketed to U.S. consumers post its customer service plan, which must include a
commitment pertaining to the 24-hour reservation requirement, on its website in an easily
accessible format
so maybe?
For my Icelandiar trip (booked via their USA site), they do have the policy

24-HOUR CANCELLATION AND REFUND POLICY (US bookings only)
Recent Department of Transporation regulations permit customers who purchase an Icelandair air-inclusive package to cancel the booking within 24 hours of purchase for a full refund. Once the 24 hour window has passed, standard terms and conditions will apply.
if you're worried, orbitz/priceline generally has the cancellation rules/link (or nonrefundable info) available on the buy page itself (before you actually purchase it).
icelandair.us said it was nonrefundable on the purchase page, but of course TOS 24-hr rule overrule it
