Yes, on that route, with a reasonably high status quotient, I would expect a single Blue passenger to have perhaps one or two fairly poor seats at OLCI on the lower deck. Though the fee is a bit stiff, I would argue that on a 747 Upper Deck is a cut above the main deck, and potentially it is worth paying for it.
