Right, but the point is that they charge for incoming SMS when you are roaming at the same rate as when you're at home.
If you're on an plan that includes SMS, they are free (well, included). If you're on a plan where they are charged, they are normally about 5 cents/message, which is as good as free.
Sending SMS is a different matter - that's normally charged at a higher rate when roaming, but that's not relevant for these wifi systems, they just require you to receive a code.
