I think a lot of this goes way back to the infamous JFK clerks who forced a lactating mother to drink her own breast milk.

Elizabeth McGarry, 40, of Oceanside, said the incident occurred April 2 as she was boarding a Delta Air Lines flight for Miami with her infant daughter. She called it "embarrassing and disgusting" when a security guard forced her to drink from the bottles before boarding the plane.
They can't allow us to drink our water anymore because they don't want bystanders and the media to believe they are forcing passengers to drink their liquids. If they allowed us to dump our water into the bin, they would demonstrate just how absurd the War on Water is to begin with.

So, we are forced with dumping the entire bottle with the water. That's how the TSA approaches these complex national security problems.
