It makes sense in that you need to check IB-AA when connecting from IB to AA

It may be that IB has overlooked the BA flight from Heathrow to San Jose when defining MCT at that airport , but different airlines have different levels of buffer that they wish to make.

There is a standard MCT for the airport; IB is just going along with it.
