This seems very likely the problem - if written down, 1 and 7 can easily be mistaken.
I saw a situation recently where on J seat was taped off and a long discussion with passenger and GAs, ending up with one J passenger moving to the very back of the bus. Admittedly on a short haul, but not sure what agreements if any were made.
