Perhaps I'm misunderstanding but it seems odd that, with clearly incorrect data entered into INS, there isn't a redundancy GPS system that says "hang on a minute, that can't possibly be right, please recheck."
In short, there is, but from reading the report it seems the pilots ignored it.
