SFO doesn't use TSA, so the issue isn't TSA, but rather keeping the line moving.

The places with the leakproof bins don't seem to mind people dumping their bottles out and proceeding.

Not sure I want to stand around waiting for the guy in front of me to finish off his water when he had the chance before the checkpoint, particularly at Pre-Check where it's pretty much a non-issue.
