Has this hotel stopped offering DSU upgrades on P+C bookings?

I found the dates with P+C availability that also had Andaz Suite available and called the Diamond Line to book but was told that this hotel doesn't even have a room category for DSU P+C. Meaning it wasn't sold out/booked up for my dates but rather completely not available.

After politely asking the agent whether that's even allowed/possible (her answer was that she'd seen that before), she put me on hold and talked to Guest Sevices. That department told her that hotels not allowing DSUs on P+C is possible and especially true for Andaz Properties.

It seems like people had used DSUs on P+C here fairly recently so I think I will call back and ask them to talk to hotel's Front Desk unless someone had already done that previously and was shot down.
