Baggage allowance on mixed-class trips

The BA website includes the following policy on baggage allowances on mixed-class trips:

"If your journey includes flights in more than one class, the more generous allowance will apply to your whole journey (unless the flights are on separate bookings then each class's allowance will apply to the individual flight)."

Yesterday, when flying GVA-LHR-SEA, my first leg was Club Europe, with a 2-bag allowance, and the second leg was coach (both legs on the same ticket).

I was charged a fee for my second bag on the SEA leg, with the ticket agent claiming that the Club Europe baggage allowance doesn't apply to the second leg because the second leg was TATL.

Does anyone have experience with this policy? It isn't mentioned on the BA website. In fact, it conflicts with the written policy on the website.

Any help would be appreciated.
