Interstate 278: Brooklyn-Queens Expressway and Gowanus Expressway
Although it is vastly improved after the bulk of construction has been completed on it, I am nevertheless amazed that nobody has nominated the Brooklyn-Queens Expressway or Gowanus Expressway as one of the worst stretch of highways.

Even at 3:00 on a Monday morning, I have been stuck in traffic on the Brooklyn-Queens Expressway...
