I've sent an email to Aadvantage CS asking for clarification.
Follow up: I received a reply stating that the criteria on the website govern award redeposits and, by implication, I had been given the wrong information by the reservation agents. It is not necessary for the award tickets to have been booked at the same time to take advantage of the discount for redepositing awards at the same time to the same account. Here is the relevant paragraph from the email:

You can reinstate your unused AAdvantage award ticket by contacting
AAdvantage Reservations at 800-882-8880. The charge is $150 for the
first ticket, plus $25 for each additional ticket reinstated to the same
account at the same time. Be sure to request reinstatement before the
ticket expires, which is generally one year from the date of issue, not
the date of travel.
