Yep, at IAH yesterday, an old dude - mid-60s at least - was buck naked in the bathroom at the United Club. He had just finished shaving when I walked in and was starting a paper towel washoff. I guess the more sophisticated folks would have stripped down in a stall to wash off. The more intelligent would have gone up to the second floor and used a shower.
So - a social faux pas? A little breach of UC bathroom etiquette? Seeing a shirtless guy is a regular occurrence, shaving after an international trip or something. But, an old guy swinging free at 5:30 AM was, in my opinion, a bit odd.
You say "bathroom" but from your reaction you understood that place to be a restroom/WC, correct? What if that guy's perception was slightly different and he decided that room was more of a locker room/change room? TBH there's a fine line between the two interpretations but it's OK to be nekkid in one and not in the other.
